Does facial recognition have a place in smart cities?

Should biometric technologies form part of the inclusive, equitable, and sustainable digital future we want? Do citizens really have a choice in the matter? At the Digital Future Society Summit at Smart City Expo World Congress 2019 we discussed about the challenges, risks, and opportunities of facial recognition and biometric technologies. Top-tier international speakers in the debate around digital trust, security, ethics and legal issues when it comes to the controversial use of these emerging technologies in the public sphere.

The Digital Future Society Summit included talks given by prestigious experts, such as Ed Vaizey, former British Minister for Digital and the Creative Industries, Jeff Merrit, Head of IoT and Robotics for Smart Cities at the World Economic Forum, and Rumman Chowdhury, Head of Artificial Intelligence at Accenture Applied Intelligence.

DFS and IDB lab join forces to prototype a responsible AI certification process for SMEs in Spain and Latin America organising a workshop with experts from public, private and research organisations. The aim of this workshop is to engage with actors relevant to the design of a certification programme for the use of AI that contributes to creating more trust in digital entrepreneurship ecosystems. The Urban Living Lab playground is a game that was created as a serious play workshop methodology. Its aim is to learn the basic principles of Urban Living Labs: what they are and how they bring together multiple stakeholders in tackling urban and societal challenges by using co-creation and multi-method approaches. Participants will learn how a serious play co-creation methodology facilitates learning and collaboration — ideas for solutions to urban and social challenges, presented by ENoLL & Digital Future Society.The serious game methodology is facilitated by a game board, a set of cards, steps to follow and rules of the game. Municipal leaders have the power to use technology for democratic transformation as well as the duty to ensure that the use of new technologies will not reproduce or amplify existing inequalities. This workshop will demonstrate how to face emerging governance challenges using simple digital and cost-efficient tools. It will also describe what local governments can do to implement cutting-edge technology, such as AI, and how to do it in fair and inclusive ways. (Co-organized with Smart Citizenship)
The seminar will present the preliminary results of a study on design criteria for algorithmic systems which will be discussed with the participants. The recommendations of the study will help public institutions to practically implement design criteria such as explainability, responsibility and impact measurement. (Co-organized with iRightslab)
The workshop will deal with how to speed up the development of an innovation ecosystem by attracting companies. Participants will understand the importance of talent when developing an innovation ecosystem, the positive outcomes of bringing companies in, the expected effect of innovation districts and its challenges. Digital identity is an essential infrastructure in modern digital society. Data governance is based on the idea of personally identifiable information. The purpose, thus, is to foster the design, policy, and implementation of digital identities that utilise ethical ID principles. Participants will put digital identity as the centre for a sustainable digital transformation. During the workshop, we will cover the road map of a digital identity strategy and get acquainted with the current debate of proper id, their risks and opportunities. The workshop is strategically divided into three sections which will cover the technical, legal, and sociopolitical aspects of the subject.(Co-organized with ITS)
Citizen laboratories are public institutions created for collaborative experimentation and prototyping. In this workshop, we will share the citizen laboratory model developed at Medialab Prado and suggest the possibility of an international network of civic labs.(Co-organized with MediaLab Prado)
This activity will show a methodology to help the public sector to address complex challenges and opportunities that appear in the digital era applying the principles of adaptation, co-creation, and recognition. Participants will learn how new models of public policy based on adaptation, co-creation, and recognition, can help to identify challenges and opportunities that public institutions face in the digital era. The methodology will be based on a guided participatory group dynamic to identify common and emerging problems that need to be addressed by the public sector. (Co-organized with CNID)
The digital revolution is upon us, but not all are keeping up. To optimise the benefits of new technologies and our investments in digital infrastructure, we must promote digital inclusion locally and globally. During the workshop, participants will be actively engaged in discussing the relevance and practicality of the proposed set of digital inclusion indicators. This discussion includes aspects of data collection, granularity and frequency.(Co-organized with UNU)
In this workshop, participants will develop scenarios of implementation related to different ADMS solutions with the objective of discussing and learning about the social, ethical and economic implications of ADMS in the public sector - a methodology that is part of an upcoming toolkit developed by the Digital Future Society Lab.
