The digital divide separates people at the local level, too. New regulations created to upgrade government bureaucracies can actually be detrimental to the population. For example, in some parts of Brazil, its obligatory to enrol in school online. Unfortunately, the legislation backfired with one and three children failing to sign up for school. The reason? They didn’t have internet access.
