Sandbox: Why do some countries utilize sandboxes while others do not?

The United Kingdom, a pioneer in the use of Sandboxes, has been working with
the methodology since 2016. While some countries, like Denmark, Lithuania,
Poland, Spain and the Netherlands are very interested in its implementation,
others are strongly against it. Why would some view it as a solution while others
reject it in such a resounding way?
