Immersive Realities at the frontier of Digital Human Rights – OECD Digital Economy Ministerial Meeting

Carme Artigas is a Spanish executive and entrepreneur as well as one of the most recognized expert in Big Data, IA and innovation in Spain. She was named Secretary of State for Digitalization and IA in 2020 and, since then, she has launched programmes aimed to the digitalization of SMEs, investment in high impact technologies, entrepreneurship and many more that are contributing to the digitalization transformation of Spain.

Pablo de Carvajal was born on August 30, 1963. He holds a Law Degree from the Complutense University of Madrid (1986) and a Master's Degree in European Law from the Free University of Brussels (1988).
He worked as Legal Counsel for "La Unión y el Fénix Español, Compañía de Seguros y Reaseguros, S.A." (1988-1989).
In April 1991, he was appointed State Attorney.
In December 1999, he became the Legal Counsel of Jazz Telecom, S.A. and in March of 2000 he held the Secretariat of the Board and the Legal Department of YACOM INTERNET FACTORY, S.A.
Since June 1, 2001, he has been General Counsel to Telefónica Spain and,
Since April 2013 he was also Director of Operators and Regulation.
In February 2018 he became General Counsel & Global Head Regulatory Affairs of Telefónica S.A. He is also member of the Executive Committee.

Dr. Clara Neppel is responsible for the growth of IEEE’s operations and presence in Europe, focusing on the needs of industry, academia, and government. She contributes to issues regarding the technology policy of several international organizations, such as the OECD, European Commission and Parliament or the Council of Europe. She is involved in efforts related to emerging technologies, standardization, entrepreneurship, as well as societal implications of technology.

Dr. Neppel is also Independent Director of the Supervisory Board of the European Institute of Technology Digital, Co-chair of the Advisory Board of the Konrad Zuse Schools of Excellence in Artificial Intelligence, Member of the Scientific-Industrial Advisory Board of Research Studios Austria, the Software Competence Center Hagenberg Strategy Board, as well as the Independent Advisory Board of the UK RI Centre for Doctoral Training in Accountable, Responsible and Transparent AI.
She joined IEEE after many years with the European Patent Office where she was involved in various aspects relating to innovation, intellectual property, and standards in the field of information and communication technologies.
Dr. Neppel holds a Ph.D. in Computer Science from the TU Munich and a Master in IP Law and Management from the University of Strasbourg.

Sonia is the Founder and Executive Director of the Global Digital Inclusion Partnership (GDIP), and an experienced leader and international digital policy expert. Sonia had successfully led global coalitions bringing together private sector, governments, and civil society actors from across the globe to deliver the policies needed to reduce the cost to connect and make universal meaningful connectivity a reality for everyone in low and middle income countries. As a policy advisor and gender equality advocate with experience in over 45 countries, she has led numerous digital policy and development projects in several countries and with international organizations, such as the World Bank, UNDP, UN Women, ITU, and for private sector companies and associations. Sonia was recognized by apolitical as one of the World’s 100 Most Influential People in Digital Government in 2019. She serves or has served as a member and expert in a number of Committees, including DFID’s Digital Access Panel for Africa, the ITU-UN Women EQUALS Partnership, The World Economic Forum’s Future of the Internet Initiative, the Broadband Commission Working Group on the Gender Digital Divide, the Advisory Committee on International Communications and Information Policy (ACICIP) Subcommittee of the US State Department on ICT4D, and the EU-AU Digital Economy Task Force. She is an Independent Board Director with KaiOS Technologies and frequent speaker at international, regional and national events. Sonia was the co-founder and Executive Director of the Alliance for Affordable Internet (A4AI) until September 2022.
