Regulatory framework: Should innovators and regulators work together?

Real revolutions are not predictable, that’s why they’re game-changers. But how can we empower innovators to continue moving forward without adverse consequences for society? How can certain sectors evolve without inflicting collateral damage on more traditional organisations? The crux of tech regulation seems closely related to timing: if regulations are enacted too soon, innovation can be slowed… but if it arrives too late, the social ramifications may be irreparable.
